directed to enclose
for the information of your Government copies of correspondence with the Goverment of Macao and of a despatch to the Secretary of State for the Colonies dealing with the import of opium into Macao.

If the policy which is understood to be favoured by the Indian Government of restricting transactions in opium to direct dealings with responsible Governmenta ie adopted, the Agreement of 14th June, 1913, for the supply of opium to Macao would seem to require revision as there would no longer appear to be any legitimate use for the 240 chests which under Article 4 are "destined for exportation to countries which have not prohibited at present, or which shall not hereafter prohibit, such imports of opium,"
